"Water, water, everywhere, but not a drop to drink," is the old refrain aptly applied in San Juan's El Fanguito slum district. The only water available is carried home in. tin cans like the one seen on this little boy's head. It goes without saying that there are no sewage facilities here. The slum can be seen to extend far into the background of this picture.
