Notes:     One of a growing series of Bedford reprints of primary documents, in this case FDR's National Emergency Council's report of 1938. A "stunning document" (Alex Lictenstein, Labor History, Fall 1997) because of its critical implications and its omissions, as well as its velvet-glove treatment of the South's planters. Moreover, the introduction is very helpful concerning the political context of the report.
