Notes: One of a growing series of Bedford reprints of primary documents, in this case FDR's National Emergency Council's report of 1938. A "stunning document" (Alex Lictenstein, Labor History, Fall 1997) because of its critical implications and its omissions, as well as its velvet-glove treatment of the South's planters. Moreover, the introduction is very helpful concerning the political context of the report. Annotative Remarks We would very much appreciate any further notes regarding this work.
