Home Photo Gallery Classroom Documents My dear Mr. President: I am replying to your letter dated September 23. Our community, Harlem, as you quite well know, has a population of over two thousand people, a large percentage of whom have been without permanent employment for the past four years. Though provisions have been made for a goodly number of the professional people, nevertheless, the majority of the unskilled who constitute the greater part of the population are yet unprovided for. What these people should receive is not a weekly dole, but some regular and active employment in the present Federal agencies. My opinion is that the requirements governing the registration of these people is of such a routine and mechanical nature that frequently those who are most in need of assistance are left without any consideration. The most outstanding need of this community, however, is the setting up of day nurseries for the children of Harlem whose mothers are generally unable to provide the common needs that babies should have for their early and proper development. I do not believe that there is any definite reason why the present agencies should not make allowance for this very imperative need. With very best wishes. Very sincerely yours,
