Harcourt A. Morgan Harcourt Alexander Morgan was born in Stratroy, Ontario on August 31, 1867. He graduated the University of Toronto in 1889. He did his graduate work at Cornell in horticultural and agricultural studies. Morgan, whose main interest was in agriculture, was appointed one of the first directors of the Tennessee Valley Authority. The directoral duties were split between Morgan, David Lilienthal, and Arthur Morgan. Harcourt Morgan was directly responsible for the fertilization and agricultural policy. He was greatly supported by the farm interest groups, and he supported the interests of large commercial farmers. Harcourt Morgan and Lilienthal were against Arthur Morgan on this point. The issue was a source of much hostility among the three. The situation ended with Arthur Morgan's dismissal in 1938. Harcourt Morgan was named the new head of the TVA. Morgan used a "grass roots" policy to promote the TVA, involving as many local agencies as possible in its construction. He often talked about the TVA as the goal of "integration of the natural and human resources." He left his post in 1941 and was replaced by David Lilienthal. Harcourt Morgan died on August 25, 1950.
